Housing allocation is not private property

Special .- President Hugo Chávez, in his annual message to the Assembly, stated that there is "enemy of private property, but the minimized attributes, especially when he proceeds to award cost housing and says that the sale of the houses is prohibited. On Sunday the president made the delivery of housing in Mariches City and during his program was categorical in stating that "housing is not a commodity", an idea that was supported by the Minister of Public Works and Housing, Diosdado Cabello, who expressed that "in contracts (beneficiary families who sign the official houses) is not permitted for sale," which implies the limitation of the attributes of the property. In Article 115 of the Constitution of 1999 states that "guarantees the right of ownership. Everyone has the right to use, enjoyment, enjoyment and disposition of their property." In that sense it is understood that the use is the right to own and acquiring all the property, the use and enjoyment of the rights to collect fruits and income of their own that property could generate and the provision is the power of sale, provide on free loan or donate. The latter aspects are often no longer apply to houses constructed by the official entities.
